Systems Engineering - Section Manager

Are you an experienced Systems Engineer with management experience looking for a new opportunity? We are seeking a Systems Engineering - Section Manager for our technical support section at APG.
This is a multi-disciplinary group that includes Technical Support Specialists and Technical Support Engineers within the System Engineering Center.
The primary focus of this section is in support of Integration, Test, and Validation (IV&V) within the IFF business area.
The selected candidate will be an active participant within IFFs System Engineering team.
The Identification, Friend or Foe (IFF) product line within Tactical Communication Systems (TCS) and the Raytheon Intelligence and Space (RIS), designs and develops avionic communication equipment for the US military and various international customers.
This team is based at the Aberdeen Proving Grounds (APG), Maryland and supports all aspects of the engineering life cycle of our communication equipment including support in the transition to production and sustainment of production.
This effort will require the selected candidate to:
Perform functional management tasks for a team of 8
team members; may be regularly engaged in the technical and engineering programmatic aspects of programs.
Ensure that the work performed by those in the section is on schedule and on budget.
Ensure that the technical team has the tools and equipment to perform their tasks.
Ensure that adequate resources (personnel and assets) are made available to programs, provide technical guidance, developing career paths, facilitating alignment with engineering command media, guiding productivity improvement and risk mitigation.
Interface with Team Leads, Chief Engineers and Program Managers to ensure that the section is meeting the needs of its internal and external customers.
Collaborate with engineers from other disciplines to obtain pertinent information required to accomplish tasks.
Ensure consistent application of engineering best practices and activity undertaken are conducted to common standards in accordance with outlined processes.
Participate in the full system lifecycle development including requirements analysis, design, implementation and testing, hardware integration and test, system level integration, and performing requirements analysis/definition to ensure the system will meet all customer requirements.
Evaluate performance of section members and ensure on-time completion of required and suggested training.
Facilitate career development of team members, and conduct meaningful performance development discussions.
Three quarters of the Section Manager's time will be committed to direct work on programs in roles such as Integrated Product Team Lead (IPTL), team lead, team member technical contributor, or technical reviewer.
Required Skills:
10
years of experience in engineering development or equivalent experience working with transponders and interrogators in the Identification Friend or FOE business area.
Experience using (or the ability to learn) RIS staffing tools (eStaff) to provide staffing for near term and forecast program needs.
Understanding the tactical and strategic needs for Aberdeen programs; fill technician staffing gaps for engineering development and strategic NRE/design updates.
Provide functional support in ordering and expediting critical material requests, assisting the chief engineers to monitor project material needs, and work closely to the lab managers to address shortages.
Background in cost estimates for proposal activities.
Able communicate effectively in both written and oral form.
Able to guide their own workload and have meaningful resolution analysis skills.
Able to work occasional overtime to support critical program events.
Willing to travel.
Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
